I feel like I've seen one or two games that tried to make the digital extras an "experience", but most just give you an MP3 folder.
Honestly why the fuck do people care though, just download the flac/MP3 files yourself, from a better source quality anyway.
Some devs don't even bother with a separate Steam listing, it's just a folder in your game directory

but the devs can't set it (us)
so it's basically random

even the fucking track names it just takes from a csv file the devs have to supply
