Earliest modern example of the exact same usage was Nuclear Throne, which was early access in 2013; however most modern things are clearly based on Slay the Spire, so I'd say that is the popularizing force. I'd put FTL at the same tier as Rogue Legacy, where the core decisions to build up the run are kind of there but not frequent or pronounced enough.

Unironically I think it comes from the devolution of rpg games from text to voiced interractions. Making its way into big shit like elder scrolls dialogue options then getting into the "Decisions Matter" genre of rpgs. So think Mass Effect, Tell Tale Games, Ect. I sorta blame Tell Tale more
