but I mean the boomers represent just some simple concept, the chairmen are just one simple concept, white glove, gomorroah, the BoS just is a singular concept (granted theyve always represented these concepts, but they used to be more trident like with what they were). While theyre more indepth in NV than 3 and 4 I still feel theyre not done great

for major factions Ceasers Legion is half baked goods and without the other side of the river and content to reinforce them- they come off as larping joke with a big brained leader destined to fail.
Gent general
What do you mean just a concept? The three families are meant to be fairly "simplified" because Mr House had them abandon their tribal ways
taxes general
Yeah but even then you don't really see a resurgance of those except in the white glove society (which makes them the best of them tbf) but even that is a shortish quest thats two quests that are convoluted in many ways and poorly done.
Gent general
If they all had a resurgence of their old tribal ways it would seem repetitive. I'd pick the omertas as the most interesting of the 3 tbh because of how deep the rabbit hole goes in their questlines

An example I guess you can see in the BoS in a way. In fallout 1 you have 4 major characters in the BoS who all represent major parts of the BoS, the Paladin who represents the militaristic side all order and tactics war and etc., the head scribe who represents the intelligence the research of technologies and the creation of new ones. cabbot just an initate who is enthusastic of the world and little knowledge of it partially due to the shelteredness of the BoS but also him being just an initiate, and the elder who draws from all three and that shows the brotherhood is a mixture not a singular archetype. In NV you have Ramos who barely represents anything. You have a paladin who doesnt like the current elder so he angry. The scribes are essentially non-existent NPCs. Most of the good parts are lent to the insanity and depravity of the elders, Veronica is just a dyke and same with Christine except Christine is angwy. The faction is simple as what the wasteland sees them as "A bunch of crazy tech people with issues."
If they all had a resurgence of their old tribal ways it would seem repetitive.
I didnt mean resurgence but hints, or anything to deepen their character archetypes. The Chairmen really suffer from this and Benny doesn't really carry them at all because he feels like his own party. I can write a lot about the different factions and their goals and why they can/do exist, why they turned out the way they did, the people attracted to it, the people they make for fallout 1/2 (not all of them though) For NV it's a lot harder. As you said, and I agree, the NCR does that part well, the rest I think I'd disagree on.
Gent general
But aren't you getting a few members? I remember there was the excitable teen girl that almost got herself and her partner killed on a mission and Hardin of course
taxes general
His reason for disliking the elder is the lockdown is stressful so he wants to demote the elder to scribe or iniatete and become elder
Gent general
Fine, but to say he's "just angry" when his goal is to usurp the brotherhood and return to attacking technological hotspots in the wasteland is really simplifying things
Gent general
Going back to the BoS, in fallout 1 they were the major player in their region so of course they'd get relatively more development. But when you say they have 4 big characters of interest that sounds about equal to NV
taxes general
The only factions I really want more of are the Great Khans and Powder Gangers. They probably got the most content out of the minor factions but they should of been expanded more.
Gent general
They seem very comparable to the brotherhood in that they have a couple notable quests, but are defined by their disastrous history in the mojave

you have the drug running sect you have the brutal initiation and the problems it brings bitter springs and their relations to the NCR causing problems and effects with the leader (similar to BoS) ceasers influence on the tribe and the effects of bringing them in, telling them to suicide at the damn for history, or telling them to inact in a quest similar to Genghis khan and forge their own history
taxes general
Their drug running sect has multiple influences on the mojave and situations in the mojaev influence it. You can compare its quest to the BoS quest pretty well. Go to 3 locations and collect/do something there. BoS you go to: guy died to centaurs guy got blown up by boomer cannon guy died to robot lessons learned? The elder went against this law thing, also mojave dangerous! Khans you go to: Cottonwood cove to see how one of the drugrunners, in trying to get to the supply of chemless people across the river, got appended to a cross by the legion due to their anti-chem policy A quarry infested with deathclaws, the drugrunner there is the daughter of the owner/manager of the quarry and she's going through a rough phase. The headquarter of the fiends, to deliver drugs to their leader, who informs you on the mutual relationship of them, and the lore of the vault. lessons learned? information on the future relationship and current releationship of the legion and the khans, the initation process (which you could also learn from the incel kid) and how some members are from the mojave commons, and the large relationship and supply of chems to the fiends. which also notes/adds to the harassment of the NCR
taxes general
The Khans basic quest expands upon them as characters and what their faction does as a faction 10x better than that other basic quest
