Because the person isnt themselves guaranteeing that it will happen, I will have to assume a higher power will.
I think fundamentally the point is that in order to engage with the poll, you must assume the premise that the poll will occur as written

I had this same argument with my 3rd grade teacher
when she was trying to teach us about probability
nothing is "guaranteed to happen" the person making the statement is asserting something will happen
So it may or may not happen
so all probabilities should realistically be expressed as a union

If I tell you I will go get you ice cream, or I guarentee I will go get you ice cream
it's the same statement I think
I am moreso making the point that since we are doing a hypothetical poll, the word guarantee implies will happen
since there is no speaker like in spooky's 3rd grade teacher's case
my wording on the ice cream clauses was bad
but, I still think a guarentee is based on the speaker
