How my university hangled transfer credits, at least witht he one couse I knew of, was the earth and space science course got you a 1st year astro credit at the university of waterloo, but you had to take an extra (optional) exam that was harder

Because really, it's not that the school is too low of a level for the school to teach the kids, it's more that the kids are at a higher level than most, so they compensate by providing opportunities like dual enrollment and stuff to atleast get them a bonus for being smart and working hard or whatever- dual enrollment isn't the standard, there's only like 4? kids in my class graduating with an AA
