This is the simple truth. Lawyers cost money. Even if Rob had a decent case, he'd need Spooky's details to sue him directly. I don't know how sending a C&D to a Peertube site would work since it's an open-source decentralized platform.
There are ways to get spooky's info, courts can demand that the company he bought the domain from disclose his info for example I think
but all of it takes lawyers
it is literally not worth doing
both time and the fact that all it will do is cause both Rob and Spooky to be left with less money

If I recall correctly, you do get some natural level of ownership of things you make even without registering, its just next to impossible to get damages if you did not even bother registering copyright
