Are we talking about expectations from an optimistic perspective, or from a realistic perspective? Because if we look at trends, expectations should rarely be anywhere near as high as people hype games up to be, but not so low that a $60 game should be $20 cheaper.

Xenoverse 2, for example, has I think three season passes, with the DLC costing almost twice as much if you don't buy them as passes, with MORE DLC than that, with little being added with each DLC. Civ VI has two expansions that released at I think $40 each, then a season pass for $40. The term "whale" does not have to be the 0.2% of players, just someone who buys a lot more than the base game.
