So it is because they mandated very high levels of diversity hiring from the foreign tech companies to help. Lots of the cosntruction has had borderline untrainable people/low skilled workers on the projects. Also a shit load of the moneg ahs been skimmed off the top down the chain on these projects. None of this either gets into the state and local districting & permitting level. It takes about 5 years for most factories to be built and permitted. Longer for production at meaningful scales. If you think this is crazy just looking into mining as an example it takes 15-20 years for a similar process. Oil refining is even more rediculous as no new refineries have come online since the 1970s. Also the government has been taking backdoor stakes into intel slowly and effectively nationalizing it

But this whole process has gotten so bad to where almost all the build crews, engineers, ect have to be importes and permitted fully before work cam be done because the lack of broad domestic expertise and the federal government mandates with the money being so heavily focused on ways to skim the money and push it into "diversity" mandates
