Peertube does not need to be that inherently, but it lends itself to being that very well so that is what it ended up being a lot of the time

If you really care that much, you might be able to create/host your own peertube but you'd either have to rent a server or buy one

If you don't care about it being european as much as you care about it being not american, and you don't host that many videos, you could just dump shit onto mega.nz and use that as a hosting platform (would have to make new accounts when you fill your storage space/pay for more)
