bandwidth realistically is free up until the point of abuse, and everything up until actual DDOSing should be fine
It's free if you own all the hardware involved and are big enough to get fee-free peering. If you're paying some middleman for a port or for transit per Mbit it's very expensive.

Once one of those big companies that don't have to pay these fees decide "I could make some money off this free resource" everyone downstream gets punished.

I'm more saying fundamentally the reason peering is for-profit at all is because early providers wanted to be paid be governments for owning the infrastructure, there's no real cost at the BGP layer why a cost is incurred, even when transiting networks/ISPs/countries

I think my point is sort of that, we've decided that these free things cost money, so that companies can make money but when you scale that up and start talking about services like Twitch, which will have millions of simultaneous open connections with outbound data

I do agree with this to a point though, if you suddenly made bandwidth free odds are you'd have Network abuse, even if I can't predict the exact form it would take

I think it's variable, which is obviously the hardest to implement. If he's like, "blah blah blah...... um..... blah blach" then that um feels like it should be there, but if he says, "I've been doing a lot of, um, this and that" then I think it should be left out
