I think the idea that it's going to stimulate all this magical growth is cope, but probably does disincentive more to offshore, though it's only a half-measure if you don't re-write the entire immigration/H1B visa program on top of it
What I actually like about Tarifs though, is that it's an ideal form of taxation in my mind
