uh, likely not mentally ill
they caught the guy already, he's just some immigrant who wanted to hurt someone
that's doing a lot of heavy lifting for the term "mentally ill"
I think a majority of people can easily carry out acts of violence, but just choose not to
his reason was probably something simple, and he's from a low-trust society where you just act on your impulses because there's nothing more to life than that
mentally ill to me, would be a homeless schitzobabbler who has no idea where he is or who he is, so mentally gone that he's not even really human

when you use the term "mental illness" what do you mean
because I think calling anyone who does something bad "mentally ill" is kind of scapegoating
the far end is the only place where to me, it's acceptable to say mental illness caused it

but I really think most murder is not some blameless thing, where you can say muh mentals and be excused for it

I do think when people are "mentally unstable", which essentially translates to "sad" or "on drugs"
they're more prone to acting with lower societal inhibitions
but I think in the majority of cases, people do things they want to do
and don't construct elaborate justifications
also, DARE be damned, drugs aren't some magical thing that make you a different person

mentally ill is not the extreme end of things that you seem to define it as
here, I'll restate what I think to be clear:
I think if you look at someone who does something bad, and conclude they're "mentally ill", at some level it's absolving them of some amount of responsibility
If it's not possible to do something bad, without being "mentally ill" then I think the term is basically meaningless, because the term necessarilly then includes everyone
I think only the most EXTREME cases of mental illness, the point where someone is basically inhuman, does it makes sense to call attention to them bieng mentally ill
but then we as a society are just arbitrary deciding whether their reason/justification was good enough
