In America, colleges make their money from foreign students, so there are a lot of them but there are so many colleges, and the big ones have in-state quotas too. There's also the pressure that you will get deported if you overstay your visa (or fail 2 classes) and once its over, it's not much easier to parlay that student visa into a permanant one

I can't imagine Canada, with 10-15 total universities, dealing with that many foreigners

The real kicker for Canadian immigration from india is, Canada does not recognize many high skill degrees from outside of Canada (mainly medical stuff), so a lot of higher skilled people cannot come here and do the job they were doing elsewhere

we used to have a very good point based system, but I think after Harper that was scrapped

so the quality of immigration is very low now

if you want to go live in a county, just buy your citizenship
