He means like, would you use an elevator to go up 1 floor
say you're on 6 and you want to get to 7
some people can't use stairs, or the stairs might actually take longer than the elevator, or, like spooky said, some buildings might not even have stairs, or forbid you from using stairs (one of the parking lots near my workplace has barred stairs because you're supposed to use the elevator so you can check in your card)
old buildings were usually built around stairs, and *if* they have elevators they're on the end of the building, out of the way and more meant as a handicap/ADA thing
now though, I can't think of a building I've been in where the elevators aren't the designated way to move up/down floors, and you'd be weird for going out of your way to try to find/use the stairs
