it's been like that for a while, there's a audio mute/unmute button in the top right. if you click it, it toggles sound on/off, and keeps that toggle for every video until you toggle it again

oh, you can disable hover play? i hate that hovering over a thumbnail for more than 5 seconds causes the video to go in your watch history
