well, they elected their deputies
who then elected people higher up
but then again, the party nominated the candidates
so there was no actual vote
singe party elections are always kind of weird like this
so it was actually just people being appointed yeah
just like with the pope, there's an "election" being held, and there's campaigning that goes on ahead of time. money influences it, etc.
