the game keeps telling me to fabricate claims when I am tribal and get to attack whoever I want without claims

I lose a war with vastly superior military strength because the AI sieges my capital before I can even raise my armies as soon as I declare war

yes but you can't declare war with troops already raised

this is a case where I should have paused to call in allies because by the time I finished calling them I was under siege and unable to use my army of twice the enemy
