from what they showed on their press stuff that i barely watched

its not like dos2 where there's a fair bit more stat bloat, they do buff enemies a bit but its more like 10% more hp

but its more like giving the AI cracked AI buffs

I always assume they balance around the hard diff

like making it smarter
