you can only challenge people equal or greater in starcount

so she would have to go beat another level 6 who presumably (show is not written well enough for this to be true) would be at a similar skill level to her

and if she loses she loses a star, so I guess its an opportunity thing?

although there are far more level 6s than the initial premis led on

seems every academy just has like 3-5 of them
