so, this came up in Australia
when they voted on a new flag
everyone disliked the current flag
so they voted to have a contest to pick a new flag to vote on
did the contest
lot of good flags
1 eventual winner
but when it went head-to-head with the old flag, 80%+ of people wanted to keep the old flag
people like the idea of change, but head-to-head, never actually want change

virginia is required to have people vote to raise new sales/gas taxes
so they always get shot down

so a normal county in VA has 5% flat sales tax
but in liberal towns/counties it's 5%+22.5%
