man there's some weird shit with the pop growth rate and migration
"When choosing a Species to grow, planets will generally prioritize Species that are under-represented on the planet and have Citizenship equal to that of the already existing Species."
Disgusting
having multiple species/migration sources speeds up the growth speed through migration but has a whole set of other issues
also there isn't any overflow for pop growth
