No, because the main part of the game is different. The difference here is that the main focus of the game is the story/maps. Those changed, including new powerups and etc. It's a new game, it has a new story (main focus) and new everything. Sure it reused assets and physics, but its a SEQUEL. Smash is different, it reuses, but it doesn't add enough at all to differentiate itself. With the main focus of smash being the fighting, tweaking some numbers does not make it a different game. It also gets blurry at this point though because Smash isn't a "linear" or very intuitive game. See, with nintendo making many of these "enhanced ports", you have to think about the ACTUAL PROCESS of how this is done, rather than what you think. They take the game, the old game from the old system, copy and paste it. Then, they change a few numbers here and there, and make some new content, then once that's done, ship it out. When you compare this to super mario galaxy 1/2 there's a very clear line. They might of reused some similar things, but they innovated, unless you call putting a fucking bar on a robot innovation to the same degree as super mario galaxy 2, then.... Anyways, there's a clear difference in the changes between these two games. Smash "added" to the fighting yes, but how is that any different than mario kart 8 removing a feature and adding some in? It's not. For a game to be a sequel, it needs to define itself as such, it needs to clearly show that it innovated- not even that, it needs to be new. Smash ultimate is a good game, but it DOES NOT, do that. It's the same game, with the same code, 58 reused characters with small tweaks in them, reused maps and """new maps""". Smash ultimate is not a sequel, it's an enhanced port. It may add tweaks, a miniature smash bar, a new mode and etc. but that's no different than mario kart 8 deluxe.

While there are many different "terms" people use to describe rehashing and selling a game, like remake, remaster, port, enhanced port and etc. Smash most closely follows under an enhanced port. It does not keep the main game formula in tact, it is not a full remake of the game, its not a full porting of the game, but it's not a sequel because it does not innovate enough, it's not setting itself apart from its predecessor enough, too much of the main formula was reused. Something that maybe you could compare an enhanced port to is Fire Emblem 3, the first game was remade onto this sequel. You may even be able to call the first part, an "enhanced port" while reffering to the second (the new content) as a sequel. There are enhancments in smash ultimate, it tries to set itself apart, it does slightly innovate, but it doesn't do enough. In comparison to other games, in comparison to what a sequel should be, in comparison to other nintendo enhanced ports, it falls under that title. XD
