I'd sorta bet Nintendo had another plan for how to do Rhythm Heaven, and backtracked into make it this packaged game at some point
coupled with just how absolutely barren everything feels
The TTS and over-tutorialization probably set the game off on the wrong foot

80% of them are autistic rule followers to the point of being non-functional, and they tend to go along with whatever the most manic/paranoid person says to do
