Yes, yes it did. techincally the Federation of Tulu exists because the different nations that makes up SE Pacific figured out that working together instead of fighting was better. or in other words, they had fought each other for years until they pretty much realized that fighting does nothing for them if they can resolve things peacefully among each other, then the federation formed

those did not appear on the map for some reason, that is a thing you might notice, different maps have different levels of detail. Sometimes I lose the blank templete I use, or I switch maps, I would like one of those really detailed once, but I have thus far found nothing to do so

This is the one after its reformation
those are interesting, on a black background they'd remind me of a celestial Sun/Earth/Moon flag
but on blue they do feel more nautical
The Federation does a lot of trade, and it used to not have a military
after their occupation however that changed into a "Never again" policy. where they defend themselves from anything that threatens them. Though Valerian is the strongest country in the verse. Tulu could take out a large portion of their best naval vessels without breaking a sweat
