this is the 2nd course in ODE theory I am TAing's assignment
Guess he is fed up with students cheating (not that I'd know, I have not really seen any cheating in that class
I believe so, its an easy problem. They are learning eigen value decomp stuff for finding matrix exponentials

The = tilde thing means something like "is equivalent to (after transforming)" so it is saying the thing on the left is equivalent to considering the thing on the right
