This person isn't actually 100% wrong about the Black Panthers, but this was also at a time where discrimination against blacks was basically expected, and there were ACTIVELY anti-black laws, rather than laws that are more likely to be utilized against blacks due to varying factors, e.g. laws saying black people are not allowed to do X or be in Y location, rather than bills focused around urban crime, which are vastly predominantly black.

Like, when the state has laws that DIRECTLY STATE they're limiting the liberties of a group, of course that group would be less likely to turn to the state for support. That having been said, it's a compete non-sequitur to the concept of dismantling a capitalist hierarchy in a society.
