This is an issue for any outlaw banking system. Like, the US, at a time, allowed for decentralized banking; this led to a limitless amount of currencies being created, people putting arbitrary values on them, people saying they're worth more than they are to people that don't know any better because they've never heard of that currency in their region and scamming people out of fiat money, or people flat out stealing outlaw currencies, either to disrupt the impact of the currency or simply have more control over the currency themselves because it wasn't exactly easy to print off limitless amounts of paper money or coins in the 18th-19th century.
