Broken foot would require them to break his foot again because of how long it has been, Three weeks is possible, but I would think the hospital would try to get him out as fast as possible to have more beds open; I think it's unlikely he'd be receiving inpatient treatment for three weeks for a broken foot.

As for getting his genitals mutilated, I doubt this is the case.

I would not be surprised in the slightest if he was evaluated, considered psychiatric unstable to the point of admittance - be it voluntary or involuntary - and spent some days in the psych ward.
