Unironically: This is how someone experiencing an amphetamine overdose, or taking amphetamines without a chemical imbalance, or mixing amphetamines with weaker stimulants(like high levels of caffeine) acts.

He's either on heavy stimulants - most likely a derivative of amphetamines or methyphenidate - without the proper chemical imbalance to where it won't fuck you up to this point, or he's worked himself into a shoot with the bullshit he's been saying and the echo chamber he's been living in the past 2.5 years.
