we have the power to stop or seed hurricanes, but it goes back to the conspiracy theory limitations, on if any reasonabble number of people are involved, it'll just get leaked
iirc, the reason they don't stop all hurricanes, are they serve a large ecological process and you need a certain number of big storms every year

the last couple huricanes to hit florida have ended up doing fuck all, even the strong ones, I think because of how much of the state are wetlands that can absorb the rainfall easier
Because each state is different, idk how fucked some of these procedures are
but the nuance is usually around how they bundle counted ballots and coach people through how to count effectively
VA hand-counts everything, but ballots are submitted into a machine that scans them to acuracy check at the end
