that's not how a boycott works
it means Biden won't show up and fall asleep while watching people run fast
usually for 1 day
VP usually attends for more
it's a big global conference the first couple days
then all the diplomats/politicians go home
actual boycotts work
because it de-legitimizes a sports match
when one side doesn't show up
when your mom doesn't show up to watch you play though
no one cares

but I don't think it maters as much as you think it does
because for most sports, the olypmics are more of a formality
there favorites to win at the olympics, are favored because they won a gold medal, a couple months before, facing the same athletes they would in the olympics

but in something like track or swimming
