because you are not voting for PM
you are voting for premiers, and the party that gets the most of those is in charge
its basically combining your congress votes you do with the presidential
you vote for congress, and if there are more republican members of congress, the republican is president
that would be if you followed our system
we have a senate too, the PM appoints primiers to it iirc
yes, they either form a minority government (not enough seats to push anything they want through, so they have to collaberate with a smaller party), or a majority government
