for comparison, the Bloc, which only runs in one province and literally cannot win because of that, has 22

I guess the current NDP is the left version of your libertarian party, where they are just wackey and they only get some support in BC and manitoba for the most part
Because you are not voting for prime minister, but your local MP, if you just so happen to have a good local MP of a particular party, they can get a seat even if otherwise a different party would have won
