But the reason it's not enforced is it's actually really hard to meet their threshold for getting one
You're supposed to bring 3 forms of identification to get one
Which most people legitimately don't have
So there are all these circumstances things that can count
But in the end, it's all bullshit
You can make up whatever you want, and get it put on an ID
3 pieces of ID is such a stupid ask
Making it hard to get an ID is stupid, which is why RealID was never going to get universal adoption
2/3 will have no issue getting one (actual rate)
But you're better off just having 100% of people have some form of normal ID
I think most people have one form of photo ID, and most people should probably have their birth certificate
when you hit 3 things, its a weird number
I'd have 3 if canada let you use your health card as ID, but I think I only have 2 on me right now

All you really need is a continuity of SOME ID
So someone having an ID +their social should be enough to verify who you are
