He wants to stack up wins, and doesn't really care about specifically which wins they are
Israel and Iran don't know how to escalate or defuse the current status quo of lobbing missiles at each other
Israel has backed off all of their ground operations, because they were expecting no real resistance from Iran, and can't escalate without foreign backing
and Iran would like to off-ramp, because they know they will suffer economically the longer they keep engaging in hostilities
