Honestly, if he wants to win (it will never happen), restart the corruption probe into the last governments actions
Trudeau and his party did a lot of outright illegal things to their own financial benefit (part of why people were fed up with him)

they're voting between 6 parties, 5 of which want independence and/or annexation
it might be more direct than that
the referendum will probably have an option for direct annexation
or "begin negotiations with the US to incorporate Greenland"
