if they had the factories up and running, then this would be fine, since it would just encourage american companies to use their own chips

here's an actual proposal, offer to count the next (up-to) 10 years of non-federal work towards federal service if you voluntarily separate, and throw in maybe 2 months pay as a bonus
slide the numbers as needed, but that would get you what you want, which is clearing out the cache of bureaucrats who don't really do anything, anyone <10 years from retirement is not going to leave for anything short of that, because they be breaking their federal service continuity and would be forgoing ridiculously lucrative retirement benefits.
