your second sentence doesn't make any sense, you can't pass laws when the House is on recess, the drama about appointments is just to Trumps cabinet, which are mostly ceremonial approvals "consent of the legislature"
If the House decided to do nothing (which they can do) there's really nothing the president can do to compel them
he can force them to open a session, but in the US you can't do the snap election thing and get new people in like Canada/UK
some states could do recall elections on their own, but it doesn't really matter
it would be politically impossible to have the entire house agree to do nothing in the first place

he can't make them bring bills to the floor though
