popular sovreignty is dead, more nations will consolidate the small nations around them and we're gradually returning to regional blocks
My big theory though is in the future we wont be colonising planets but instead just live on spaceships. Planets will just be radioactivr wastelands due to nukes and everyone will have digferent forms of governments on their spaceshups
fun fact Zyton, nuclear Winter as a theory is less of a sure thing now
so the odds that we can destroy the earth by lobbing nukes and MAD the Earth to a wasteland is kinda tenuous

The small monarchies will survive because they're "quaint" and thrive off tourism and, like you said, their size. Too small to matter. It'd be more of a headache to integrate them than they're worth
If we returned to a decentralized construct of nations, and devolved huge amounts of power locally (confederations) then I could see monarch type power being held again
