its more the PACs and lobbyists
bucketing out water of a ship with a huge hole will actually do literally nothing and is negligable
if you can fix a problem yourself, fix it
if it's bigger than you, but is fixable, advocate to fix it
if it's something bigger still, that is unreasonable to be changed, don't use it as a scapegoat for not fixing the smaller isues
