so you vote for your local representative, and each of them is a "vote" for the overall party who will lead
and then you can get funny things like coalitions where no party has a straight majority, so two parties form a coalition, letting the larger one be the party that leads
which is a consequence of it not being a 2 party system
In Canada, Bloc Quebecois often teams up with the liberals
as an example
so the liberals have to listen to what Bloc wants if they want to run the country
