In spite of the typical reputation, VGC right now has more restrictions on tera since they force you to reveal your full sets, including tera type, before the battle begins

You mean the game mechanic?

yeah

You press the terastallize button on your turn to change into a new type, kind of like mega evolving. But even though it changes your type, you still retain the STABs of your original types. So a charizard that teras into water type gets STAB on fire, flying, and water attacks. But if you tera into one of your existing types the STAB of this type is increased from x1.5 to x2, so if charizard teras into fire it gets x2 STAB on fire and x1.5 on flying. You can do it on any pokemon, but only once per game. The type change lasts until the end of the battle, switching doesn't effect it.
