16 TB is pretty okay as far as a big amount goes
I feel like thats the meme number for how much gets found
16 TB is not possible
(they way they do it is if you have CP in your HD, they count the full space of the HD)

with publicly available decryption keys
I think if they did that, it might cause legal issues for the hash database of CP somehow, or at least some lawyer could argue it and go after google ect for it
so I doubt they'd try anything with that
