Typically most laws come down to "would a reasonable person expect this to end up in a bad manner". So it depends on the situation
I agree with that a little, that you may have some liability
if your group does something bad
but I still think.... charge the actual person who did it
solves 99% of cases

this is like any of the political/BLM riots though
they don't arrest everyone
but when someone does something really bad
like brick the police
they surge foward and drag that guy out
You are not gaining a fanbase on causing riots though typically
