Generally, I think it's akin to saying "not my thing"

whats the subtext of saying it followed by its still good

I think that means it's not your favorite but you believe it is still good

to me that implies

there is something I just don't like about the thing

I agree, you can absolutely use it as a soft way of saying you hate something, but that is a specific use of it, and definitely not the one I ever use

I use it when I don't like something that I think is probably "objectively" good

often with food

less so with music

I think BIPOC is funny because it lets some black people choose not to identify with the rest

It's also complete doublespeak of the talking points of that sphere of people, who say you can identify as any gender, but you cannot identify as a separate race than you are, but the I in BIPOC is black identifying person of color.
