If you don't have enough people then you kinda wanna open up a little more
yeah sure, if you are a devoloping country
having more factory workers is fine
but as a developed country, 10 less valuable immigrants is less valuable than 1 high value one
Not even that, countries like estonia have pretty lax immigration simply because they have such a low population
1mil people in a decently large country
estonia is also not really a highly desired designation for people though
if they had a huge amount of people who wanted in, I can bet you they'd strengthen their rules
