Max, in VA handgun in 18 years old, CC isn't until you're 21 though, unless you take some special classes

no, it's down to how you interperet the 2nd amendment
the need for a handgun is different than the need for a rifle, which is why handgun laws differ by state so much
most set it to 18, because it's the age of majority, when you'd normally become the head of household and have a need for one
