In the event of a tie, votes from those not in the tie will float downwards and be counted to the first tied candidate they hit. This will continue until there is either no tie or only tied candidates left. At the end of this process if there are still tied candidates, or if there was already a 100% tie at the start, then everyone who is still tied is eliminated together
