I'm confused, I went and read the ruling, it reads like nothing has changed, and there's no int law case they were ruling on
it seems like 5 judges that work for the UN had a Gretta moment, and wanted to be on TV, and just said the equivelent of "trans rights are human rights" but about global warming
well, they can to small countries
but since any sort of anti-global warming stuff will be against companies

I guess the optimal answer is then drop it on 50, if it breaks, start from 1 and go every floor
if not, go drop it from 75
if it breaks, go from 1 from 50
and so on
there's a justification the answer could be 1, and have that be an optimal test case

I cannot think of a more optimal way to possibly limit your search pool
because to reach terminal velocity, you'd have to drop from a ~250 floor building
so as a % of the overall solution space, 100 isn't that bad
