The seeding only works if there is enough particulates in the air for the water vapor to attach to and that there is enough water vapor to form a cloud. And Dubai does use some weather manipulation as they had snow that one time and said their weather machine malfunctioned?

Its not like clouds are actual magic, you can do stuff to encourage cloud formulation

the amount of "how useful is doing this" is debatable
